Job Description:

1) Job Purpose
 Assist Unit Transport Safety Committee for all Transport Safety related
Initiatives.
 Ensure & participate in Transporter Assessment for all Transporters (including
Raw material & Finish Goods)
 Ensure compliance of Transporter Safety Standard.
 Track the compliance of KPI’s for Transport Safety Committee.
 Ensure reporting & investigation of each Transport Safety Incident.

Implementation

1. Ensure implementation of Process Safety Management Standards
and PSM element guidelines released from Business safety involving
Unit PSM element act groups
2. Assist in developing Unit specific safety procedures & process safety
program
3. Support Unit PSM element act groups in assessment of process
safety system
4. Develop & ensure implementation of PSM checklist & co-ordinate
Process Safety audit program
5. Ensure monitoring of KPI’s to effectively drive Unit PSM
subcommittee

B.
Driving Process
Safety initiatives
involving relevant
stakeholders
Incident
investigation

1. Coordinate and support the Act groups & focus groups to analyse &
identify the key factors and develop and track the action plan
compliance & effectiveness for all Process safety incidents
2. Carry out Incident investigation Quality Assessment (IIQA) and
communicate learning / gaps to relevant stakeholders
3. Analyse the PSM events & incidents and identify the systemic
factors w.r.t PSM elements for improvement
4. Driving the PSM element implementation initiatives involving PSM
Sub-committee members- PSI, PHA, MOC, PSSR, PSCE, Barrier
Management, MIQA Practices and gap analysis
5. Identifying the strong and weak PSM element of the site and
suggesting improvement points to bridge the gaps

C. Risk Assessment,
Audit & Assurance
& Process hazard
Analysis

1. Review and provide guidance on Process Hazard Analysis (PHA)
studies-QRA, dispersion analysis, Facility sitting, HAZOP, Barrier
based analysis for operations and Projects
2. Identify the resources for PSM and PHA tools training and facilitate
for impartation in consultation with Unit PSM and T&CD
subcommittees
3. Ensure Risk Assessment, identify High-Risk scenarios and support in
preparation of BOW-TIE (barrier-based risk assessment). Track &
monitor its compliance of mitigative & preventive barriers
4. Evaluation of Risk Register developed by Departments and provide
feedback/ suggestions
5. Co-ordinate Process Safety Gap assessment and survey involving

PSM elements act groups

D.
Training and
Capability building

1. Coach site safety team, act group members and line managers in
Process Safety and PSM elements implementation to build Process
Safety capability among line function
2. Developing PSM element trainers in consultation with Unit PSM
sub-committee with co-ordination of Unit T&CD SC

E. Ensure
Implementation
PSM System to
improve “Proactive
Safety Culture”

1. Identify the key issues immerging from BBSO, PSM gap analysis and
PSM element assessment and support in development action plan
2. Review PSM sub-committee functioning and linkage with other sub-
committee to strengthen the PSM elements.
3. Co-ordinate with internal stakeholders for transition and sustain to
“proactive culture”
